Some exceptions, if you duped or stuff that serious you shouldn't get a second chance.

I agree, apart from the duping (kind of).

I would check for their reputation, and how long they've played for. If they've played for a long amount of time, and only duped once, I would let them off. If they're extremely hated though, I wouldn't give them anotehr chance.
